Summary

The story involves human mutations called "dicloniuses", who grow horns on their heads andpossess telekinetic powers, in the form of invisible "arms" called vectors.
The tendency for violence among dicloniuses varies among characters. Certain scientists contain them in a Facility in cells where they are subject to inhumane experiments to test their abilities or were they await execution for being too dangerous.
An infectious virus is also associated with the mutation. This virus is spred through non-lethal contact with the vectors of a diclonius.
The main non-mutant character in the story is Kouta, who ends up becoming icreasingly involved with these dicloniuses, as they seek refuge from the scientists.
The main diclonius character is Lucy/Nyuu a killer whose alter ego is a hapless, and very cute child whose vocabullary and intelligence is quite limited. After a large amount of choice occurences the lives of these two characters becomes inexplicably intwined...

Kumi's Elfen lied review:

The contrast between Lucy and Nyu is comical to a point, but also annoying after some time. Though Lucy is likely more dominent, Nyu seems to be the character of choice. The first 10 minutes or so of the anime is extremely gruesome, so if you dont like naked chicks and severe amounts of blood, then it may be too much. But beside the first 10 minutes, the rest of the series has more of a balance between Nyu and Lucy. Other than that, the plot is basically driven by Lucy's violence and Nyu's dependance. Later on it gets more involved, but this is likely a series to watch if your looking more for intensity with a little fanservice and not a complex plot. That doesnt work in alot of animes, but in this one, perhaps is the fact this isnt a PG-13 type of series, but it works out this time.

I like Lucy just because shes spontainiously violent and theres no skimping on the effect either. Nyu I find rather annoying really...kinda reminds me a little bit of Chi in Chobits.
